The term “Digital Arrest” has become synonymous with fear across India. Thousands of families were psychologically manipulated through video calls where fraudsters posed as senior officials from investigative agencies. Now, in a major international crackdown, authorities have exposed what is being described as the largest operational hub behind this cyber scam — located nearly 5,000 kilometers away from India.
What is the Digital Arrest Scam?
The “Digital Arrest” scam is a sophisticated form of cyber fraud in which victims are contacted via video calls and falsely informed that they are under investigation for serious criminal charges. Scammers create a hyper-realistic environment to instill fear and compliance.
Fraudsters impersonated officers from agencies like the Central Bureau of Investigation (CBI) and local police departments. They set up convincing office backdrops with framed portraits of Mahatma Gandhi and B. R. Ambedkar displayed on the walls to mimic official Indian government offices. The staging was so realistic that many victims believed they were speaking directly to law enforcement authorities.
Under psychological pressure, victims were coerced into transferring large sums of money to avoid “arrest” or “legal action.”

Cambodia: The Global Hub of the Scam
Investigations have revealed that the core of this massive scam network was operating from Cambodia in Southeast Asia.



Authorities uncovered more than 200 scam centers across the country, employing over 11,000 individuals. Reports indicate that at least 173 suspects have been arrested so far.
A significant number of these operations were located in Kampot province, near the Vietnam border, where over 190 scam hubs were identified. These centers operated like corporate offices, complete with professional workstations and fabricated Indian police and court-like environments.
Thousands of workstations were reportedly used to conduct video calls targeting victims not just in India but globally, siphoning off millions through intimidation and deception.
Alleged Mastermind and International Crackdown
The scam network has reportedly been linked to “My Casino,” allegedly owned by Ly Kuong, who is being described as a key mastermind behind the operation. He was reportedly arrested on January 15 as part of an intensified crackdown.
Sources suggest that action against the network escalated after U.S. authorities launched broader measures against international criminal syndicates, placing this group under scrutiny.
Human Trafficking Angle: Victims Within the Scam
One of the most shocking revelations is that many of the 11,000 workers were allegedly forced into participation through human trafficking. This means that some of the individuals posing as fake officers may themselves have been victims, coerced into committing cyber fraud under duress.
Kampot’s provincial police chief reportedly stated that enforcement teams were limited in manpower — with around 1,000 police officers and 300 military personnel involved. Due to these constraints, approximately 7,000 individuals managed to flee during the operation. However, nearly 200 scam centers have now been shut down.
Growing Concern in India
The Digital Arrest scam had reached such alarming levels that Prime Minister Narendra Modi addressed the issue in his radio program Mann Ki Baat, urging citizens to remain vigilant against cyber fraud.
The scale of this operation highlights the organized and transnational nature of modern cybercrime. It is no longer confined within national borders but operates as a global criminal enterprise.
Will This End the Digital Arrest Scams?
While authorities have dealt a significant blow to the network, the fight against cybercrime is far from over. Experts warn that such organized syndicates often re-emerge under new identities and locations.
For now, the crackdown offers hope that coordinated international efforts can dismantle even the most elaborate scam operations.
